Well, yes for this one you would need a license. But mopeds with smaller engines (under 50cc) and lower top speeds (max 30-35mph) do not require a licence in my state, so that’s why they are popular with the DUI crowd.

In my neck of the woods, scooters are mainly used by folks who have lost their license to a DUI conviction.
