It’s a lot easier for some individuals, groups, communities to work in a preexisting and tested engine and environment. The boring (to some people) work has been done, and the mod creators can use a product that they both love, and are familiar with, to jump start their ambitions and passions.

Uh, have you ever seen a GOOD Genji? He’s an amazing flanker and one of the few hard counters for Bastion. Yes, in inexperienced hands he may be an unwieldy waste, but, when played well, he’s fantastic!
I like this kind of story telling, it’s very uniquely videogame letting the characters speak for themselves.
