Hitman 3 is only 8 months old. Did you really expect it to be “free” less than a year after release? Especially since Hitman 3 is still getting new content.
But the game already prevent console players to play against PC by default even with cross-play on. For console players to play with PC players, they need to be in a party with a friend that is on PC before queuing for a match, then the matchmaking will include other PC players in the match.

The only time I had fun in this game is when the Offspring song All I want came into the ingame radio and it reminded me of playing crazy taxi.

Yes the bots, is a mechanic to prevent too much of losing streak. Lots of game now use this either in MOBA or BR game. If you lose too many matches, they throw you into a bot match to basically give you a win. That way you are more inclined to play longer. Basically a tactic to keep you invested into the game.
