You act like this is an unanticipated downside of the bill. This is absolutely a feature in the eyes of the legislators who pushed it through. Schools have long been one of the moderating influences in the state, and these people cannot stand moderation.
I think that’s a lot to ask until we as a society are willing to provide vastly more resources to support parents adopting children through foster care. It’s a long, uncertain, and sometimes heartbreaking process and often asks more of parents with far less offered to assist them than having biological children.
Surrogacy has a lot of issues that relate to it - coercion of family members when it’s unpaid and exploitation of poor women by richer people when it is. Plus there are all the complications that come when the surrogate and the prospective parents disagree about ending or reducing a pregnancy.
