She didn't want justice. Justice would be trying to actually find out why he acted the way he did and punishing him appropriately. She wanted him taken out back and put down like a rabid dog.
And your lack of knowledge about any of the details of the case is just tragic. They didn't argue that PTSD caused him to be incapable of understanding his actions, they said that he was suffering from paranoid schizophrenia. But thanks for being a condescending jackass.
She didn't want to establish any of the facts in the case, because she had already decided long ago that the man was guilty and needed to be punished. That's about as far from justice as I can think of.

Not guilty by reason of insanity would still mean he's going to spend the rest of his days doped to the gills in a psych ward, but apparently that's too good for him, or more likely, too nuanced for the jury.
