It was a bureaucratic masterpiece, which is to say, it took 25 pages to present fairly broad assertions as fact.
Some reasons not to present any evidence:
This hits way hard into the credibility of the assertion (which I believe to be true) that Putin had an active role in dissemination of anti-Hillary faux-news stories. They need to just release what they have now.
