That is indeed correct. They were never going to suspend him because a) the league knew about it and did nothing about it when it came to press conferences and b) first offenses are that low by agreement.

I guess it’s different for musicians and concerts (which is strange considering the number or attendees and potential for lawsuits). I just remember hearing about certain actors being uninsurable.
