That is indeed correct. They were never going to suspend him because a) the league knew about it and did nothing about it when it came to press conferences and b) first offenses are that low by agreement.

I believe the NFL was bound by the penalties agreed to with the NFL Players’ Association, which only allowed Rogers to be fined for attending the Halloween party.

I guess it’s different for musicians and concerts (which is strange considering the number or attendees and potential for lawsuits). I just remember hearing about certain actors being uninsurable.
