actually it's quite simple : if the limit is low , there will be drivers who obey the law and travel at a stupidly low speed . this slow island in a fast river causes waves , overtaking , changing lanes etc - making minor accidents more likey to happen . sometimes even serious pileups start from such a moving obstacle
