You have zero rights to privacy when in public...which is where your car is driven.

But a licence plate doesn’t identify you to the vehicle unless you have access to the database that information is kept.

If you are not going to run a plate, you need to go all the way and just declare you are a Sovereign Citizen

Because you are walking around with an unique face. So if you commit a crime they can recognize you by your mug. Which is actually even worse than license plates based on how many people are wrongly arrested or convicted based on other people “recognizing” them or picking them from lineups or even automatic face

You think you have privacy on a public road? Without that iniquity identifier, the roads would be more chaotic.
