The majority of Breath of the Wild isn’t dense, luscious forest. There are places where there certainly ARE dense forests, but most of the games’ world is plains with sparse trees, or different environments altogether.

It’s not that ONLY Basculin in Hisui evolve. It’s that the behavior has, so far, only been catalogued in Hisui. This is very different.

Basculegion is an evolution of Basculin, which was introduced in Gen V. So it can’t have gone “exctinct” - the line of pokemon still exists.

Thing is, Pokemon games are actually trying to market to a new base of kids each generation. They just also enjoy the sales from the rest of us, too. But they really are making a game for kids in the 8-13 year old range.
