The eastern US cannot get cold enough for long enough to kill the adelgids off, it just causes them to hibernate, which is why they are such a problem. There is not an area in the eastern US that is not affected.

The main reason the hemlocks are dying off is due to a parasite called the Hemlock Wooly Adelgid. It is a native of Asia and was brought over to here in the 1930s.
