My guess is that rather than port up the 360/PS3 version, they had to port down the XB1/PS4 version for whatever reason. And in doing so, they had to downscale in order to make it work with a smaller development team tasked with cutting corners and keeping costs low.

Part of the problem is they are coddled by the developers though, developers that are terrified of offending the community, this has a very clear cut and hard to refute argument of simply not possible with the development resources available.
