That’s horrible advice. Too many kids nowadays are given a tablet or phone before they are even a year old. This has led to a lot more kids needing speech therapy before they start kindergarten. Teach them to read a book to find that information.

That setting would be called Power saving mode. I’m not sure about all Android phones but Samsung has 3 different modes which are which all let YOU decide if you want to govern the CPU which is explained clear as day since it literally says limit CPU to 70% under a checkbox that says speed limiter.
