Small cars with small engines all have short gearing or final drive to seem faster, get good mpg on ratings (hwy max 65mph) but not above that - drove a 2004 Jetta with a 4 speed auto and it could have done less than 4000 rpm at 80 but would have felt slower and not changed the ratings, so incentive by current
