The give away is in the teaser trailer. Elliot is Wellick confirmrmed by the flicker taking off the hoodie/coat interchanging the two actors. It is very well done so you must be a humming bird to catch it, but it's there.

This was an awful show from the initial casting. Deckland was fine, his mistress and Rush were good. The boy soldier and useless senator’s daughter were too young and too angst filled.
