Free, or affordable. Perhaps the state offers a basic set of courses you need to take before even taking the driver’s test. Written exams, maybe a day or two in classrooms. Other companies can offer authorized courses as well for their own cost.

Stricter license standards. Revamp the whole program. Instructors need to be well trained to point out mistakes in your test drive. The driver needs more education and training.
