It’s more of a publicity thing. The FBI puts out the list (and reward) on cases where they think it would do the most good. Because the crime happened months ago, and they probably expected her to have fled to Mexico they probably figured a reward would get the authorities there to notice.

Bit of both I’d say. Women commit fewer violent crimes in general, but when we do and are prosecuted, we also tend to get significantly lighter sentences. (“We” as in women, not “we” as in violent criminals. I’m all talk.)
