Well, technically, since the author wrote 10 and not 10.0 or even 10., it is correct, as there is 1 significant digit in 10... so the rounding is acceptable... the reader knows (or should, if he/she is familiar with math and significant figures) that 10 is approximate. I would take issue if it were written 10.0.
