I don’t think the point is that Seinfeld is afraid he can’t tell whatever politically incorrect jokes he likes. The point is that college students are too afraid of the inquisition-like nature of modern college campuses to laugh. That should be of concern to any comedian.
Those things are funny for the same reason that a lot of stereotypes are- because the contain an element of truth in them. Comedy is a way of casting a light on those truths that make us uncomfortable. We laugh as a way of coping with that unease.
