Really? How about a knee-length pencil skirt (or tailored pants) and a well-fitting Oxford blouse tailored for women? In muted solids? With low heels? That’s still how I dress when I meet with a local client (at my university). I save the dressy girly stuff for church or daytime social occasions.

You’re thinking about it all wrong. What if a client told you that they were going with someone else because your male co-worker dressed in shorts, T-shirt, and flip-flops. It’s about appropriateness of dress. It’s about respect of your workplace, coworkers, customers, and clients. It doesn’t just go against women.
I think it depends on the company culture. This guy could certainly be a complete asshat, but maybe taking the issue to management or HR could make it worse for her, or for both of them, and maybe he’s trying to avoid that.
