My grandma and uncle worked for Dollar for many years. The answer is that they have their own internal shop for the massive amount of cars they maintain and repair on a daily basis. As such they work with manufacturers to do the recalls in house as quickly as possibly to avoid down time. Imagine you have 150 cars down…
Some OEM’s will authorize large fleets to be able to do their own warranty-grade work (it’s a bit of goodwill to the fleets, as they can claim labour, and reduce downtime).
It still wouldn’t close the recall and would show as open. In some states the vehicle would still be illegal to sell until the recall is officially performed/closed by a dealer. It may be all states, but I’m not sure on that.
Definitely seems strange. Throwing out an idea....Maybe it is faster (read: cheaper) to get the new (used) recall replacement parts from a junker than it is to have the dealer do the work.

I remember going through the BS on base when I was at NAVSTA San Diego - they decided one year that if you wanted base access stickers, you had to get a CA smog check - even if it failed, and even if registered out of state in home of record.

You both likely have states that use fuel taxes to pay for road maintenance. Whether they do that well or not is a different story. Whether those monies are firewalled or are 100% fungible is another story.

ha ha, yes that is a good metaphor, because i remember riding in taxis and auto-rickshaws in india. except that accidents can and would often happen, often catastrophically.
In a perfect FSD world there will be no stop lights, signs, nothing, just an incredible series of TERRIFYING yet orchestrated near misses...basically like driving in India :)
