I agree that it’s not a good universe for storytelling, I disagree on the reasons you’ve given though. You can absolutely tell a good story about bad people. There are plenty of solid series which revolve around villainous protagonists.

ABSOLUTELY THIS! People are WAY too trusting of QR codes in the wild. Beyond your excellent points, there is also the possibility of loading malware onto your phone. The advantages listed in the OP pale in comparison to the risk. The most that I think would be reasonable would be for the restaurant to hand out single

Any IT Security professional can tell you TOO MANY stories about hijacked QR Codes that lead to cloned sites with nefarious intents. It really is not too hard to replace a tableside QR code without the restaurant noticing. If it is a restaurant that allows you to pay via that QR code, a bad guy can steal BOTH
