There have been at least 3 different showrunners with the most notable change being the removal of Frank Darabont (Shawshank, Green Mile), the only guy with a clue. They now have the upjumped makeup artist directing premieres.
I admittedly was not paying close attention because I was already annoyed they hadn't shown who died yet but to me it looked like he tossed the axe on the roof and then said go get it. He put it in a place where Rick could still hear him monologue while completing the task.
I'm sure the noise of the 100 people, 25 cars, and a baseball bat repeatedly being smacked into pavement wouldn't have drawn any attention at all.

It is pretty awesome that a video game performance has gotten him so much work, and on good shows too (Better Call Saul, Westworld) not just this.
They should've wiped the slate clean and given the show completely over to Negan. Rick's group has overstayed their welcome and their hubris should've been their end. The show has gotten stale and will remain that way for the time being it seems.
