I think the Solstice aged well. At the time it felt like a dated design language and the Sky had the looks to backup the redline powertrain. I think time really narrowed that gap.

In the US, manufacturers do the testing and self-certify. They of course need to provide documentation with all of that. NHTSA then does selective testing to keep everyone honest.
