Serious question: Why? I’ve been told there was a 30 minute wait with literally a dozen tables open. On a Sunday afternoon. Never worked in the service industry, so I can’t fathom how that’s possible.

Because of several reasons, but usually because they don’t have the wait staff to cover all those empty tables. It could be someone just got sat in that section and they want to give the server a few minutes to get the drink order before seating you. There’s any of a dozen of other reasons.

I imagine that it’s either because it’s so slow that there are fewer servers than would be needed to serve all those tables, or because they’re reserved, but the people who booked them haven’t shown up yet.
