The Fairness Doctrine was an FCC regulation that only applied to the broadcast airwaves owned by the Feds. It never would have applied to cable channels like Fox News, OANN, or the whole internet. Any attempt to have a Fairness Doctrine that applies to private channels would run smack into First Amendment suits.
