Honestly, I think they see their clientele as being upper class white people. Its well known that for many upper class white people the plight of blacks and other people of color isn't a large issue. So they weighed the benefit of their discriminatory practices vs the PR hit of getting caught.

As a black person who is often subject to racial profling (I am a useful tool for white shoplifters I notice) I want to comment that it isn't JUST 650k.

Look I know this happens to poor whites too, but whites get the benefit of the assumption of humanity at the very least to protect them. Blacks are afforded no such benefit.
