The fact that he also invented the inside-out roll is a bit of a buried lede. You're right, Cali rolls are garbage, but there are plenty of perfectly cromulent rolls in that style.
Since shows are graded against themselves, at least partially, I don't really think it's possible for a premier to ever be a true "A".

It really doesn't make sense. Rogue parties are constantly and ruthlessly violating established norms and rules, to their advantage. There is no reason why any one of them would really avoid breaking that one rule.
