He’s acknowledging the obvious result of this type of law where there will be people that inevitably ignore the drinking while carrying law. As many gun nuts like to point out when others try to strengthen regulations, bad guys will ignore the law anyways.

I usually think these kind of gun carry laws are beyond idiotic but, when I look at the voting demographic that makes up a big chunk of Arkansas football fans, I find myself strangely in support of allowing guns at Razorback games.
