IIRC, That's not how it happened— Bloody Sunday happened in Anarchy when they were trying to withdraw Zapdos; after releasing the Pokemon they switched to Democracy to successfully add it to the party. He was caught in anarchy and withdrawn in democracy, the unification of the two sides, as they say.
