It’s not “inexplicable.” It’s a really difficult call, and I don’t blame these states for deciding to hold the elections now rather than at some unknown point in the future. If they didn’t hold them yesterday, they might never get to hold them. It was very much a “now or never” decision.
This reminds me a bit of the first sale doctrine under copyright law. Basically, the creator of a copyrighted work only gets the benefits of the first sale (like a book or a record).
