That sounds like how someone would get killed off in a disaster movie! My dorm was on the second floor of a two floor complex in St. Pete and when the rains would get extra heavy for a few weeks every afternoon in the Spring, the fuckers would seek higher ground and the buck stopped with my dorm room always.
