High altitude stalls are generally solved by taking your hands off the controls, much like any other stalls. The plane will stall, then fall to a lower altitude whereupon it will correct itself. Modern airliners are not known for their instability.

So what the report is saying, then, is that pilots need to be trained on how airplanes work in the sky? I just want to make sure we're clear on that, because I thought that should've been pretty basic knowledge for a pilot.
