That's the fundamental problem with the game. They micro-manage how the people play their game based on what they want. Players are just wallets to be manipulated to grind until the next time to give them money comes.

Well, Snowpiercer was made with a Korean director and crew, but most of the cast were Western, and it was shot in Central Europe, where Attack on Titan seems to happen.
