But this is not about playing with randoms, is about giving you the choice to do so if you wish. The heist in GTA 5 are near impossible without a chosen team, but they don’t strip you the choice of playing with randoms. They are not micro-managing your game, Rockstar allows you to do what you want to do.

Even if they could, it could be a PR disaster for the developers. They should stick to cheaters.
