Doesn’t matter if another country considers our actions an act of war. And Congress declaring war does not instill in the President his powers as Commander in Chief. The Constitution does.
Read my comment further down. The President does not require authorization to command the military. It was for ISIS, not Syria/Assad. And the authorization for use of force (not required by the constitution) was written to make it impotent to win the conflict.

I find Trump to be a blowhard too, but for tonight I’m just glad that we’re trying to do something to stop this kind of crap. The world is imperfect, and a meaningful action like this is needed to prevent the random killing of innocent people.
