Statistically speaking: are immigrants less likely than natural born US citizens to have a birth certificate? Maybe, but I’d bet not by much.

This law has nothing to do with stopping ‘undocumented immigrants’ from getting married. Just because someone’s not in the US legally doesn’t mean they don’t have a birth certificate.
