It's not really a downgrade considering P3P was its own game and neither P3 nor FES had a FeMC.
To be fair, Reload is an 80ish hour-long, well-made full remake of an already classic game, so even though the DLC policies themselves might be greedy, the game itself was a tremendous upgrade over the original and well worth the price.

Test Drive Unlimited is really serene, there's nothing quite like it except maybe Horizon 2, which is also very minimalist in its campaign presentation.

This and the farm questline were the two highlights of the game for me. If only the rest would have held up, or even better, they would have went the detective route for the whole game, the setting and braindances almost begged for it...
