You obviously didn't read the article fully. He implies that many times, nothing can be done. You can only predict so far in the future, and implement many methods to foreseeable threats, but you cannot foresee everything.

As a past smoker and a future parent, I say legalize it but highly restrict its use in public areas. I don't want to walk down the street with my son/daughter to have their neurons fried by someone else's weed smoke.
