What Neko said. When a game is on sale, the retailer takes the hit on the profit margin (usually in hopes they can recoup it when you buy other things on the trip). When you buy used, the developer takes the hit and gets zero revenue.
I mentioned this in TAY, but if anyone is tempted by the Steam sale of Two Worlds II, Direct2Drive is price warring with them and has the game for $12.50 instead of $25. Granted you have to use D2D instead of Steam, but it's a decent savings.
