Indeed. Except for the typical xplosions finale, it was top notch. The highway fight between Cap and WS had some of the best action I've seen since The Children of Men.

I disagree that it was boring...but it was a fairly typical "origin" story...now that we are past that, Marvel can have some real fun with the character.
As much as I feel like the Marvel movies are consistently pretty great, this is the first time it really felt like somebody nailed the action sequences (especially hand-to-hand combat), and there were lots of them. I wish these guys would get to direct Avengers 2
