Well...the LSL games are pretty much comedic point and click adventures with lots of innuendos but (surprisingly) almost no actual sexual content. If I remember the LSL1 remake right the whole "payoff" at the end was one single picture of a bare-breasted woman...even the new Max Payne has more nudity than that.
There are actually quite a lot of games with sexual content (including bare breasts and r-rated sex scenes) on Steam. I suppose the argument Valve is making probably is that for all those games the sex is not the purpose of the game. Noth American society. In Germany you won't be troubled to find bare breasts at 14:00 on national television (so long as it's not outright porn).
Yeah...somehow the states seem to be the only country in the world where that "tell me your age -pls, be honest" line is enough from a law side of things. In Germany, for example, that "age filter" could just as well simply not be there. It's completely worthless.
