No, he's exactly right. Diesels (at least older diesels, and especially of this vintage) don't have a throttle. They're basically wide open all the time and it's the fuel mixture that is metered into the engine. So, a rich or lean condition would be the equivalent of opening or closing the throttle in a gasoline…
