Of course they do. However, law enforcement officers, when drug addicts and/or sex workers are killed, tend to go "Eh, it was probably a dealer or a pimp" and not investigate the crime as they would with a "regular" person.

You're apparently missing a massive chunk of context here. "Ether" is a verb is hiphop, and it's about knocking people out lyrically. It comes from the Nas diss track "Ether", a response to Jay-Z lyrics against him (and hopefully this is the right video, since I can't play it to check right now):

well, multiple people aren't a then-18-year-old boy, which is better from a then-30-year-old woman. Also, I have never known "'em" to mean "him". The apostrophe in " 'em " implies missing letters, specifically "th" - if it meant "him" it would be spelled "'im", surely? Or just not have an apostrophe.
