The writer is correct, it's the Southwestern part of Yonkers that had Ghetty Square and the low-incoming housing projects. It runs right along the Hudson which is on the western side of NYC. Central runs along eastern Yonkers.
You have the directions reversed. But this is exactly what happened back then and continues to this day. Yonkers is one of the cheapest cities in the very expensive, highly taxed Westchester county; it has close proximity to NYC and is honestly, very beautiful and rich in history.
