There aren’t any center caps or hub caps in that vehicle. Those are bearing caps on the front. They come through from behind the wheel. You remove the cap to access the bearings for maintenance and re-packing. Just like an older pick up or a trailer has.

He might be referring to the recent trend of painting white letters on tires that do not actually have white letters. Nothing new for race cars as they have been spraying logos on those for a long time. It’s cheaper and more efficient to do this on a throw away tire than to actually embed the white layer.

It’s part of their uniform. My friend who is a Park Ranger has to wear all of that while being out in the heat. That vest and belt weigh quite a lot. He doesn’t wear it on the outside like he’s going on a raid, it is under his shirt and he looks just like a normal Ranger.
