I’ve never heard of such a thing. Typically those title statuses are for vehicles damaged in an accident. I’ve done it. The directions on mine even admitted that I should test them with a piece of paper first, weight them down in a container of water overnight and make sure nothing leaks. One major difference - in your example, the buyer inspected the car and completed the sale with certain parts. The car was then delivered minus those parts.
