2nded. I live and work in Maryland, but make about half what I could expect to make in a similar position just 2 hrs away, same state. Housing is less here, gas more, insurance less, utilities more.. Tons of different variables, just within the same state. Comparing this data at a state-wide level is really useless.

The date is important, yes. But beyond the date, there's nothing incorrect about the picture. It is an electric car charging. The article implies that there's a great deal wrong with the picture beyond the date, then wanders into a discussion about the difficulties of charging in those days.
