Commercial pilot here. Short answer, yes, you can lose pretty much everything and still land safely, if the weather is alright. It looks like they were flying the RNAV Z RWY31R. So this is a GPS guided approach, say they lost that capability(almost never happens) they could then fly the ILS 31R which uses nav radios…
