That’s true, but it says he was tasked with developing the car in five years. I guess it could be worded to make it sound better for press but I thought it meant he was leading the project of the car itself or LPL. Haven’t looked into it past this article though so I’m just speculating!

He could be an engineer who’s job title is designer. For example, my current title at my internship is “Mechanical Designer - Coop” and my mentor is “Mechanical Designer”. He’s a Mechanical Engineer and I’m studying mechanical engineering. Also, automotive companies have entry level engineering jobs too. I know that
